Ransomware Crisis Averted Too Fast

Salina Family Healthcare Center in Kansas was attacked by ransomware attack in June of 2017.  Fortunately, Salina had a rigorous system in place to create and store backups of their system.  Because they were diligent in following the backup procedures, they were able to restore their computers and servers quickly and resume the care of their patients and daily business activities.  The weak point in the process became evident during the recovery process.  Digital forensic experts were not able to examine their system to determine the depth of the breach or if data theft occurred because the system was overwritten with the backup tapes.

The Salina Facility procedures include data backups each night,  servers are backed up once a week, and a comprehensive system backup is completed once a month. Additionally, all backups are encrypted and stored at an off-site location.   The digital forensic evidence was not available because all the servers were scrubbed of data and rebuilt from backup tapes. “Leaving one server uncleaned would have helped in getting more forensics evidence,” Freelove adds. “ We had 33 end-user terminals deleted and rebuilt and should have saved one or two hard drives for the forensic investigators.”  They did not take the time to preserve any digital hard drives for forensic analysis.

As digital forensic analysis could not be completed, the company was unable to determine that patient data was not compromised.  As a precaution, notification letters werem mailed out to 70,000 patients.  The letters contained the offer of one year of credit monitoring and identity protection services from AllClear ID.

Patient Data that may have been accessed included patient names, addresses, Social Security numbers, dates of birth, health insurance information and treatment information. “To date, we are not aware of the misuse of anyone’s information as a result of this incident,” the organization said in the patient notification letter.

Taking the time to preserve digital evidence is critical in determining how the breach occurred and any possible data was stolen or accessed by cybercriminals.

Ransomware Losses Prompt Lawsuit to Insurance Company

Moses Afonso Ryan, based in Providence, Rhode Island for 10 years, is suing it's insurance provider, Sentinel Insurance Company.  The  law firm has filed a lawsuit against its insurer over coverage for a ransomware attack that locked down the firm’s computer files for three months.

Moses Afonso Ryan’s computers were locked because of ransomware.  A lawyer opened an email attachment by clicking on the attachment, which launched the virus and consequently disabled the network and all data available via the network, including all documents.   As a result, employees at the firm, such as lawyers and staffers, were unable to work and bill clients.

According to the suit, the same time frame in the previous year netted Moses Afonso Ryan $700,000 in billing.  The firm also paid $25,000 in ransom.   Moses Afonso Ryan claims that Sentinel Insurance Co. is responsible for the loss under policy coverage for lost income.  Sentinel says it has paid the law firm the policy maximum of $20,000.  This payment was for losses caused by computer viruses, under the computers and media endorsement portion of their policy.

The insurer, Sentinel, says it has no legal requirement to pay other ransomware losses. The policy coverage for loss of income applies during physical loss or damage to property at the business premises, according to Sentinel.  The law firm, Moses Afonso Ryan,  is one of many victims, as police have had many complaints about similar cyber crimes across Rhode Island.

Providence, Rhode Island, is located about 50 miles southwest of Boston, Massachusettes.

Digital Forensics in High Demand, Preston West Virginia Uses In House Analysis to Save Time

 

(Preston County, West Virginia) Even small cities and counties need to be able to handle digital evidence. Preston County, West Virginia is one such place where the Preston Sheriff’s office has the ability to collect Cell Phone Evidence and perform cell phone forensics in house.

According to reports, the Preston County WV sheriff’s office’s Sergeant Sinclair is capable of performing Computer Forensics as well as Cell Phone Forensics in their offices located in Kingwood, WV. This has cut down the time it takes to prepare a case dramatically.

“Before the department was able to search the devices in-house, we would send them to the West Virginia State Police Crime Laboratory,” Sinclair said. “We would wait up to a year for reports on devices to come back because they are so busy.”

In addition to the inconvenience of waiting, the West Virginia State Police Crime Lab is located West Virginia State Police Headquarters in South Charleston, WV, which is the opposite end of the state from Kingwood,WV.

Digital forensics, a branch of digital forensic science, is the process of uncovering and interpreting electronic data from different types of devices including computers and cell phones. The data is analyzed to discover and preserve any evidence in its most original form while collecting, identifying and validating the digital information for the purpose of reconstructing past events. The data is then presented as evidence in court.

Some private companies have their own digital forensics / Computer Forensics labs.

American Express is one of those companies. The American Express lab is located in Phoenix Arizona. It became accredited in August of 2013.

As of April, 2017, American Express is one of six companies in the United States that run internal digital-forensics laboratories accredited by the American Society of Crime Laboratory Directors. Many other companies also operate labs that are not accredited. The number of corporate Computer Forensics labs is expected to continue to grow.

New Regional Computer Forensics Lab Announced - in Boston Massachusetts Area.

The FBI's Regional Computer Forensics Laboratory in the North East will be housed in the Chelsea MA offices of the FBI.

The Federal Bureau of Investigation (FBI) supports local law enforcement agencies by providing a shared facility in which digital forensics investigations can be conducted.

Chelsea MA  is located just 5 miles north and east of Boston, MA. The Regional Computer Forensics Lab (RCFL), like the rest of the RCFLs throughout the united states, will provide facilities for both local, regional and federal law enforcement agencies to use. Each of the Regional Computer Forensics Labs provides facilities which may be used by participating law enforcement agencies to investigate Cyber Crimes. Each of the labs has the technoloy to perform Cell Phone Forensics, Computer Forensics as well as examine all kinds of other digital evidence. These Computer Forensics labs are devoted to investigating evidence in support of criminal investigations. Types of investigations include:

  • Internet crimes
  • Trade secret theft
  • Terrorism
  • Crimes of Violence
  • Theft or destruction to intellectual property
  • Financial crime
  • Property crime
  • Fraud
  • Child Pornography

The Regional Computer Forensics Labs support local law enforcement. Counties in Massachusetts which are likely to benefit from this north east location include:Barnstable County

Most of the Regional Computer Forensics Labs employ approximately 15 people. Three of those employees are support staff and 12 are digital evidence investigators. Duties of the electronic evidence forensic investigators include:

  • Seizing and collecting digital evidence from crime scenes
  • Examination and reporting of submitted electronic evidence
  • Testifying in court as required
